Purpose of this program:
To increase nursing education opportunities for individuals who are from disadvantaged backgrounds (including racial and ethnic minorities under-represented among registered nurses) by providing student stipends, pre-entry preparation and retention activities.
Possible uses and use restrictions...
Funds may be used for salaries of personnel specifically employed for the project; consultant fees; supplies and equipment necessary to conduct the project; essential travel expenses and student stipends or scholarships; and other expenses related to the project. Restricted Uses: Indirect costs are allowed for administrative costs incurred as a result of the project, limited to 8 percent of direct costs exclusive of equipment and tuition and fees. Stipends are $250 per month to eligible full-time project students. Scholarships are limited to a maximum of $7,000 per student per year for upper division nursing students. Funds may not be used for dependents allowance.
Who is eligible to apply...
Eligible applicants include schools of nursing, nursing centers, academic health centers, State and local governments and other public or private nonprofit entities including faith based organizations. Grantees that report rates of annual admission, retention, and graduate rates of individuals from disadvantaged backgrounds and ethnic and racial minorities below the average of the two previous years must provide a plan for immediately improving such rates. If the plan of the grantee fails to improve the rates within the 1-year beginning on the date of such plan, the grantee shall be ineligible for continued funding.
Applicant/grantee must provide data on annual admission, retention, and graduation rates for individuals from disadvantaged backgrounds, ethnic and racial minorities in the schools involved in the project. Nursing programs must be accredited by a recognized body or bodies, or by a State agency approved for such purposes by the Secretary of Education. Program participants must be U.S. citizens, non-citizen nationals, or foreign nationals who possess a visa permitting permanent residence in the U.S. Participants must be educationally or economically disadvantaged and express an interest in pursuing a professional nursing career.

Notification is made in writing by a Notice of Grant Award issued from the Headquarters Office.

Awards may be made by the headquarters office directly to the applicant, an agency field office, a regional office,
or by an authorized county office. The assistance may pass through the initial applicant for further distribution by
intermediate level applicants to groups or individuals in the private sector.

This section indicates the different types of projects which have been funded in the past. Only projects funded under Project Grants or Direct Payments for Specified Use should be listed here. The examples give potential applicants an idea of the types of projects that may be accepted for funding. The agency should list at least five examples of the most recently funded projects.
(Formally Nursing Education Opportunities for Individuals from Disadvantaged Backgrounds) Projects have assisted nursing schools and other organizations to meet the costs of recruitment and retention of students from disadvantaged backgrounds and facilitated their completion of nursing education programs. In fiscal year 2003, 25 continuations and 20 new awards were issued. It is estimated that 35 noncompeting continuations and 25 new awards will be issued in fiscal year 2004; and 43 noncompeting continuations and 33 new awards will be issued in fiscal year 2005.
Criteria for selecting proposals...
The purpose of the project must be consistent with and promote the activities identified in the law. Need must be documented, and the capability for achieving project goals must be described. In making awards of grants under this section, preference will be given to any qualified applicant with a project that will substantially benefit rural or underserved populations, or help meet public health nursing needs in State in local health departments. This preference will only be applied to applications that rank above the 20th percentile of applications recommended for approval.
Length and Time Phasing of Assistance
Project periods are for 3 years.
Formula and Matching Requirements
This program has no statutory formula or matching requirements.
A formula may be based on population, per capita income, and other statistical factors. Applicants are informed whether there are any matching requirements to be met when participating in the cost of a project. In general, the matching share represents that portion of the project costs not borne by the Federal government. Attachment F of OMB Circular No. A-102 (Office of Management and Budget) sets forth the criteria and procedures for the evaluation of matching share requirements which may be cash or in-kind contributions made by State and local governments or other agencies, institutions, private organizations, or individuals to satisfy matching requirements of Federal grants or loans.
Cash contributions represent the grantees' cash outlay, including the outlay of money contributed to the grantee by other public agencies, institutions, private organizations, or individuals. When authorized by Federal regulation, Federal funds received from other grants may be considered as the grantees' cash contribution.
In-kind contributions represent the value of noncash contributions provided by the grantee, other public agencies and institutions, private organizations or individuals. In-kind contributions may consist of charges for real property and equipment, and value of goods and services directly benefiting and specifically identifiable to the grant program. When authorized by Federal legislation, property purchased with Federal funds may be considered as grantees' in-kind contribution.
Maintenance of effort (MOE) is a requirement contained in certain legislation, regulations, or administrative policies stating that a grantee must maintain a specified level of financial effort in a specific area in order to receive Federal grant funds, and that the Federal grant funds may be used only to supplement, not supplant, the level of grantee funds.
Post assistance requirements...
A Uniform Summary Progress Report must be submitted for the second or subsequent budget period within an approved project period. Annual Financial status reports are required 90 days after the end of each budget period. A final progress report and final financial status report must be submitted within 90 days after the end to the project period.
This section indicates whether program reports, expenditure reports, cash reports or performance monitoring are required by the Federal funding agency, and specifies at what time intervals (monthly, annually, etc.) this must be accomplished.
In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Nonprofit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year.
This section discusses audits required by the Federal agency.
The procedures and requirements for State and local governments and nonprofit entities are set forth in OMB Circular No. A-133.
These requirements pertain to awards made within the respective State's fiscal year - not the Federal fiscal year,
as some State and local governments may use the calendar year or other variation of time span designated as the fiscal year period,
rather than that commonly known as the Federal fiscal year (from October 1st through September 30th).
Financial records must be kept for 3 years after submission of an expenditure report, and 3 years after final disposition of non-expendable property. If questions remain, such as those raised as a result of audit, records must be retained until the matter is resolved.
This section indicates the record retention requirements and the type of records the Federal agency may require.
Not included are the normally imposed requirements of the General Accounting Office.
For programs falling under the purview of OMB Circular No. A-102, record retention is set forth in Attachment C.
For other programs, record retention is governed by the funding agency's requirements.
